- The optimum development of the Bay front is critical to Chula Vista’s future. No single stake holder’s interests should trump the public’s interest in achieving success in this endeavor.
- Taxes come in many forms. Fees should not be misused as profit centers to impose de facto new taxes.
- Bureaucracies should be lean, reasonably compensated and emphasize direct service positions over high paid executive positions.
- Ongoing improvements in money saving efficiencies must be expected and encouraged.
- Unglamorous responsibilities like the provision and maintenance of infrastructure must be fully funded.
- On rare occasion, bonding and other debt mechanisms can be appropriate new long term capital projects. However, Chula Vista must never fall into the habit of living off its credit card.
- The path of least resistance is usually to do nothing while inaction can be more expensive than a reasonable mistake. Elected officials should be actively encouraged and commended when they make difficult decisions for the public benefit.
- A taxpayer organization must never become subject to the interests or desires of any elected official, political faction, particular private enterprise or other special interest.
